Professor Jos Delbeke is a Part-time Professor at the Florence School of Transnational Governance of the European University Institute (EUI), holding the first EIB Chair on Climate Policy and International Carbon Markets. Previously, he served as Director-General of the European Commission’s DG Climate Action (2010–2018), playing a pivotal role in shaping EU climate and energy policies, including the Emissions Trading System (ETS), the Paris Agreement negotiations, and the Kyoto Protocol implementation.
His research focuses on climate policy, carbon markets, and decarbonization strategies. Current initiatives include the Collaborative Observatory for the EU ETS, the EUI Climate Workshop, and the EUI Carbon Markets Hub. Delbeke’s work bridges EU climate governance with international frameworks, emphasizing sustainable finance and renewable energy integration.
His recent publications explore clean industrial strategies, carbon removal policies, and agricultural climate resilience. Delbeke collaborates widely, advocating for EU leadership in global climate initiatives while addressing challenges in transnational carbon market mechanisms.
