Dr. Jill Russell is a Senior Research Fellow at Queen Mary University of London (QMUL), affiliated with the Wolfson Institute of Population Health (WIPH) and the Centre for Evaluation and Methods. She holds a BSc in Social Policy from Cardiff University, an MSc in Information Technology from QMUL, and a DPhil from the University of Oxford. Her expertise spans qualitative research methodologies, health and social policy evaluation, and linguistic ethnography. Dr. Russell has held roles across academia, local government, and the voluntary sector, including advisory positions with the NIHR Research Design Service (2013–2023) and co-leadership roles in the NIHR Research Support Service Imperial and Partners Hub. She co-leads the qualitative experts team for the Hub and contributes to teaching qualitative methods in WIPH's Wellcome-funded MRes program.
Her research focuses on healthcare policy analysis, including studies on NHS resource allocation, discourse surrounding healthcare rationing, and mixed-methods evaluations of interventions like e-learning for employee well-being. She has collaborated with institutions such as UCL, the Institute of Education, and Charities Evaluation Services. Dr. Russell’s work emphasizes the intersection of policy, discourse, and practice in healthcare systems.
