Jeffrey R. LaFleur

Professor Jeffrey R. LaFleur is a Professor of Practice in Acquisition and Resource Strategy at the Dwight D. Eisenhower School for National Security and Resource Strategy, National Defense University. He retired from the U.S. Air Force with extensive experience in acquisition, flight test engineering, and strategic staff roles. His career includes leadership in $3.6 billion strike portfolios, rapid testing of AC-130W Dragon Spear aircraft, and oversight of a $213 billion defense acquisition portfolio. He contributed to the reform of the DoD 5000 series into the Adaptive Acquisition Framework.

His research focuses on defense acquisition innovation, rapid capability development, and strategic resource allocation. He has led teams awarded the David Packard Acquisition Excellence Award three times and the Lisa Wilusz Program Management Excellence Award.

Prof LaFleur has over 350 flight hours across 35 aircraft types and served in combat support roles during Operation ENDURING FREEDOM. His strategic policy work included rotations at the Joint Staff and Air Staff via the Air Force Fellows Program.
