Jeffrey Liebman is the Robert W. Scrivner Professor of Public Policy at Harvard Kennedy School (HKS) and holds leadership roles as Director of the Taubman Center for State and Local Government, Director of the Rappaport Institute for Greater Boston, and Director of the Government Performance Lab. His expertise spans Health, Social Policy, Public Finance, Cities & Communities, Education, Social Innovation, Poverty, and Inequality.
He leads sponsored projects focused on child poverty, homelessness response, behavioral health, equitable procurement practices, and social service innovation. Key initiatives include the Harvard Impact Lab, Maryland Child Poverty & Mobility programs, and the Oakland Thrives initiative. His work emphasizes data-driven governance and policy implementation in state and local contexts.
Liebman advises governments and foundations on public sector performance, procurement reform, and social welfare systems. He collaborates with organizations like Blue Meridian Partners, the Conrad N.
