Jean-Claude Piris

Jean-Claude Piris serves as Legal Counsel of the European Council (Presidents or Prime Ministers of the 27 Member States) and Director-General of the Legal Service, providing legal advice to the Council and representing it before EU Courts. He is currently a Research Fellow at the Jean Monnet Center, New York University, focusing on critical structural imbalances within the European Union.

His research centers on systemic EU governance challenges, including the disconnect between monetary and economic policies in the euro zone, fiscal/social tensions in the internal market, immigration and free movement of persons, military operation funding disparities, and political legitimacy deficits stemming from low European Parliament election turnout. He argues these imbalances threaten EU stability and sustainability, requiring strong political will to address.

Piris advocates for solutions to restore citizen trust, emphasizing that stagnation is inevitable without reform. His work builds on two decades of direct involvement in EU treaty negotiations (Maastricht, Amsterdam, Nice, Lisbon) and crisis resolution.
