Dr. James L. Carr is a retired Police Captain with over 35 years of service at the Prince William County Police Department, where he served as Commander of the Personnel Bureau and led the Co-Responder Unit. He currently serves as a part-time lecturer at George Mason University and New England College, teaching courses such as CRIM-401 (Policing in America) and CRIM-513 (Leadership in Justice Organizations). Dr. Carr holds a Doctorate in Higher Education Leadership from Nova Southeastern University, an M.S. in Business Administration, and a B.S. in Business Administration.
His professional experience spans leadership roles in patrol operations, internal affairs, juvenile bureau oversight, and facility construction projects, including the Charlie T. Deane Station. He collaborates with the American Society of Evidence-Based Policing (ASEBP) and the Center for Evidence-Based Crime Policy on research initiatives. Dr. Carr emphasizes evidence-based practices, leadership development, and bridging academic theory with real-world policing challenges.
His research interests include crisis intervention strategies, law enforcement management, and the integration of clinical and policing expertise. He has coordinated student field trips to Washington, D.C., and Quantico, enhancing experiential learning. Dr. Carr’s contributions extend to advancing community safety through innovative approaches like the Co-Responder Unit, which pairs officers with mental health clinicians.
