James A. Stever

Professor James A. Stever is a prominent scholar in public administration and political science at the University of Cincinnati. He holds a Ph.D. from Purdue University (1974) and has held roles including Department Head (1998–2003), MPA Director (1981–1988), and Graduate Director (1991–1996). His research focuses on intergovernmental management, federalism, and security policy. He has authored four books, including The Path to Organizational Skepticism (2000), and contributes to editorial boards of International Journal of Public Administration and International Journal of Organizational Theory and Behavior.

His work examines challenges in coordinating government responses to terrorism, cybersecurity, and disaster relief. He has received awards for scholarly contributions and community service, including the Laverne Burchfield Award (1995, 2002) and recognition from the Ohio Senate for public service. Stever has also served as a Senior Evaluator at the U.S. General Accounting Office and presented on topics like homeland security and emergency management policy.
