Ian Winston Frederick Baxter

Ian Winston Frederick Baxter is a Professor of Historic Environment Management at Heriot-Watt University's School of Social Sciences (Edinburgh Business School). He holds dual roles as an Affiliated Scholar at the University of Cambridge's McDonald Institute for Archaeological Research and a faculty member in the Faculty of Human, Social & Political Sciences. His expertise spans heritage policy, cultural resource management, and tourism strategy development.

Education includes an MA from the University of Edinburgh and a PhD from the University of Cambridge, both in archaeology. He has held leadership roles at institutions like the University of Suffolk (Head of Suffolk Business School) and Bournemouth University.

Research focuses on heritage sector policy, knowledge exchange, visitor experience management, and administrative histories of heritage organizations. He actively contributes to organizations such as Historic Environment Scotland (non-executive director), the Society of Antiquaries of Scotland (Council Member), and chairs Built Environment Forum Scotland's Historic Environment Working Group.
