Dr Ian Stanier is a Senior Lecturer in Security/Intelligence Studies at the University of Buckingham, leading modules such as Intelligence History, Media Security, and Analytical Simulation. He chairs the National Police Chief’s Council’s Intelligence Practice Research Consortium (IPRC) and advises the UK National Crime Agency’s HUMINT Hub. A former senior police officer with 32 years in law enforcement, he specialized in counter-terrorism, serious crime, and intelligence policy. He contributed to reviews of the Regulation of Investigatory Powers Act 2000 and the UK National Intelligence Model. Dr Stanier founded the Centre for Research on Covert Human Intelligence Sources (CR-CHIS) and co-edits the Journal of Applied Operational Intelligence.
His research focuses on CHIS recruitment, intelligence elicitation techniques, and ethical frameworks in covert operations. He supervises PhD candidates exploring topics like Chinese organized crime in the UK sex industry and West African law enforcement reform. He organizes IPRC keynote events on topics like operational ethics and serious crime intelligence.
Dr Stanier’s academic and practitioner roles include advising the OSCE’s Intelligence-Led Policing program and promoting global counter-terrorism practices through the International Institute for Justice. His initiatives like Project Harpocrates aim to diversify ethnic representation in intelligence roles through scholarships and conferences.
