Hermann Butzer

Prof. Dr. Hermann Butzer is a Professor at Leibniz University Hannover's Faculty of Law, holding the Chair of Public Law specializing in State Transfer Systems. Affiliated with the Institute of Government and Institute of Industrial, Business and Social Law, he oversees doctoral committees and serves on multiple faculty councils.

His research focuses on public law frameworks governing social security systems, healthcare policy, and administrative law. Key interests include legal aspects of state welfare mechanisms and regulatory compliance in social services.
