Hee-Eun Kim is a Visiting Policy Fellow at the Oxford Internet Institute, University of Oxford, and currently serves as the Director of Competition Policy for the Asia Pacific region at Meta in Singapore. Her work focuses on strategic oversight of competition policy matters across digital economies in Southeast Asia, Japan, and Korea.

Her career includes leadership roles at Samsung Electronics and Covington & Burling LLP, specializing in international antitrust and intellectual property law.
