About
Guri Rosen is an Associate Professor at the University of Oslo's Department of Political Science. She holds an MSc in Sociology from the University of Oxford and a master's in Political Science from the University of Oslo, having defended her PhD dissertation at ARENA Centre for European Studies in January 2015. From August 2022 to April 2024, she headed the secretariat for the EEA-commission at ARENA.
Research Focus
Her research examines institutional dynamics in EU policymaking, with emphasis on:
- EU external trade policy and responses to policy contestation
- Common Foreign and Security Policy (CFSP) decision-making
- European Parliament's influence mechanisms
- Democratic accountability in international negotiations
She leads the Research Council of Norway-funded project Darkness on the Horizon: Exploring the response to contestation of trade policy in Europe and contributes to Beauty Contests: The changing politics of foreign investment in Europe.
Academic Engagement
Affiliated with ARENA's EU3D and REDIRECT projects, Rosen's work intersects with the research group Policy, Bureaucracy, and Organization (PBO). Her publications demonstrate consistent focus on institutional power dynamics in EU external relations since 2008.
