Geoffrey McGovern serves as the Director of Intellectual Property, a Senior Political Scientist at RAND Corporation, and a Professor of Policy Analysis at the RAND School of Public Policy. McGovern holds a Ph.D. in Political Science from Binghamton University and a J.D. from Harvard Law School.
