Gail Phoenix serves as the inaugural Vice President of People and Culture at Dominican University, leading strategic human resource initiatives and fostering a culture of belonging. She holds a PhD in Human Services from Capella University, alongside master’s and bachelor’s degrees in psychology and education.

Her career spans over 15 years in HR and DEI roles across academia and the military, including positions at McHenry County College, College of Wooster, and the Defense Intelligence Agency. She has also held leadership roles in Baghdad, Iraq, and Germany.
Gail has taught as an adjunct instructor at three institutions and pursued additional graduate training at Villanova, University of Incarnate Word, and Sullivan University.
