Francisco López Rupérez is a Professor and Director of the Chair of Educational Policies at Camilo José Cela University (UCJC), where he also directs the Master's Degree in Policies and Governance of Educational Systems. He holds a PhD in Physical Sciences (cum laude) from the Complutense University of Madrid and has extensive experience in educational policy, governance, and international education systems. His career includes roles as Director of the Spanish Lycée in Paris, Director General of Educational Centers, Secretary General of Education and Vocational Training for the Ministry of Education and Culture, and President of the State School Council. He has also served as Education Counselor to Spain’s delegations at the OECD and UNESCO.
His academic work focuses on educational equity, governance, curriculum development, and teacher professionalization. Key publications include studies on PISA performance analysis, regional educational inclusion strategies, and systemic governance quality. He has authored over a dozen influential books including Back to Equity in Education (2020) and Curriculum and Education in the 21st Century (2020).
He is a recipient of the National Award for Educational Innovation and Research and holds the Grand Cross of Civil Merit of the Order of Alfonso X the Wise. His research emphasizes policy implementation, leadership models, and data-driven educational reforms.
