Rüter's research focuses on the temporal dimension of opportunity structures and their significance for access to lifelong learning. His work examines how time functions as a critical resource for adult participation in continuing education, with particular attention to the effects and outcomes of educational policy interventions. His doctoral thesis explored "The temporal dimension of opportunity structures and their significance for access to lifelong learning," establishing a foundation for his current research on implementation contexts for educational policy interventions.
His recent publications reveal a strong focus on understanding the relationship between time resources and educational participation. Through panel analyses and empirical studies, Rüter investigates how employer-offered leave, educational leave policies, and course scheduling impact adults' ability to engage in continuing education. His work bridges theoretical perspectives on opportunity structures with practical policy implications for the multi-level system of further education in Germany.
Rüter is actively involved in research infrastructure development, as evidenced by his contribution to datasets like "Party seat distribution in district/city councils from 2008 to 2022 in Germany." His work demonstrates a commitment to both theoretical advancement and practical application in the field of adult education policy.
