Elsa Estevez

Elsa Estevez holds the UNESCO Chair on Knowledge Societies and Digital Governance at Universidad Nacional del Sur and is a Full Professor at the National University of La Plata, Argentina. She is also an Independent Researcher at CONICET and a consultant for the Inter-American Development Bank (IADB) on digital government. Previously, she served as a Senior Academic Program Officer at the United Nations University (UNU), Visiting Professor at institutions including the National University of Rio Negro, Gdansk University of Technology, and University of Minho, and led IT departments in financial and pharmaceutical organizations in Argentina.

Her PhD in Computer Science is from Universidad Nacional del Sur, Argentina. Research focuses on structuring IT in government, digital transformation of citizen-government interactions, and the impact on sustainable development. Estevez has advised governments, trained public managers, and organized digital governance initiatives across over 30 developing nations.
