About
Elsa Cardoso is an Associate Professor in the Department of Information Science and Technology at the School of Technology and Architecture, ISCTE-University Institute of Lisbon (ISCTE-IUL). She is an integrated researcher at ISTAR-Iscte – Research Center in Information Sciences, Technologies and Architecture, and also affiliated with the Information and Decision Support Systems Group at INESC-ID Lisbon. She serves as Director and Coordinator of the Master's in Integrated Decision Support Systems and co-coordinates the data visualization research area at DAViD Lab-Iscte, a laboratory established in 2025 in collaboration with the Institute for Mobility and Transport (IMT). Additionally, she is a member of the executive committee of the Artificial Intelligence Competence Center for Public Administration (IA>>AP) under the ISCTE CI-CVTT Association.

Her research focuses on Business Intelligence & Analytics, data visualization, Data Warehousing, and strategic information systems such as the Balanced Scorecard, with applications in Higher Education, Science, and Public Administration. She actively explores the integration of enterprise architecture and business intelligence for strategic decision-making in higher education institutions and contributes to capability maturity models in this domain. Her work also extends to open science, fraud detection in European structural funds, graduate employability platforms, and health data interoperability within the European Health Data Space (EHDS).
Elsa Cardoso is currently involved in significant research projects such as xSHARE (Expanding the European EHRxF to share health data within the EHDS) and ISDAPPP (Information Systems and Data Analysis for Public Policy Planning), building on her leadership in completed projects including fraud analysis in Portuguese structural funds, AI-driven incentive management, and the GRADUA project for graduate tracking in Albania. Her work consistently bridges technical innovation with public policy and institutional decision-making.

She has supervised and advised multiple research projects and has been actively involved in academic management, serving as Director and Coordinator of the Master’s in Integrated Decision Support Systems across multiple terms. She has led numerous national and international research grants, including Horizon Europe and national programs like PRR, POCI, and POAT-funded initiatives. Her leadership extends to organizing scientific events, particularly workshops under the EUNIS BI and EA Special Interest Groups, and she has contributed to public dissemination of science through radio programs on data visualization ethics and best practices.
Elsa Cardoso is a member of key research and professional networks: she co-coordinates the data visualization area at DAViD Lab-Iscte, participates in the Artificial Intelligence Competence Center for Public Administration (IA>>AP), and is an active member of the EUNIS Business Intelligence and Enterprise Architecture Special Interest Groups. She is also affiliated with INESC-ID Lisbon’s Information and Decision Support Systems Group, contributing to national and cross-border research collaborations.
