Elizabeth Manley is a Faculty member and Senior Advisor for Health and Behavioral Health Policy at the Innovations Institute, University of Connecticut, holding the academic rank of Assistant Professor. With over 30 years of executive leadership experience in the public and private sectors, she is nationally recognized for her expertise in children’s behavioral health, intellectual/developmental disabilities, and substance use systems design, with a focus on innovation in policy, financing, and practice implementation.

Prior to her current role, she served as the Assistant Commissioner for New Jersey’s Children’s System of Care, where she led the transformation of the behavioral health system to be trauma-informed and seamless, with particular attention to youth in child welfare and juvenile justice systems.
