Dylan Hayden is an Associate Professor of Practice at the University of Pennsylvania’s Fels Institute of Government. He teaches courses on artificial intelligence and data science for public sector leaders, focusing on advancing data-informed decision-making, technology innovation, and equitable public service delivery. A former federal official and military veteran, he has held leadership roles at the U.S. Department of Housing and Urban Development (HUD), including leading open data initiatives, establishing the Fair Housing Data Analytics Team, and serving on the White House Subcommittee on Equitable Data.
His career also includes managing a $46 million prosthetics program at the Department of Veterans Affairs and leading disaster recovery efforts for Hurricane Sandy with the New York State Department of Labor. He is the author of The Public Administrator’s Guide to ChatGPT, a national speaker on AI governance and responsible innovation, and holds a Doctor of Public Administration from the University of Baltimore and a Master of Public Administration from Fels.
His research interests emphasize applying AI and data science to public administration challenges, promoting ethical technology use in government, and addressing systemic inequities through data-driven policies.
