Declan Walsh is a Lecturer in European Union Law at the Faculty of Law, University College Cork (UCC), Ireland. He holds a B.A. in European Studies from the University of Limerick (1988) and an LL.M. from University College London (1989). From 1993-1994, he served as Special Advisor to the Minister of State for the Marine.
His research focuses on EU competition law, policy evolution, and transatlantic antitrust comparisons. He has presented widely at conferences in Europe and North America, including keynotes at Dalhousie University (2008) and Utrecht University (2014). He authored works such as Carrots and Sticks - Leniency and Fines in E.C. Cartel Cases (2009) and In Search of a Coherent Transatlantic Antitrust Policy (2012).
He served as Ireland's legal spokesperson during the 2009 Lisbon Treaty referendum campaign and held leadership roles including Acting Head of the Department of Law (UCC) and member of the Higher Education Authority. His professional affiliations include the Irish Society of European Law and the Competition Law Scholars Forum.
