David Guo

David Guo serves as a Regents Distinguished Professor of Public Finance at Wichita State University's Hugo Wall School of Public Affairs and directs the Kansas Public Finance Center. His work bridges academic research with practical fiscal analysis for governmental entities.

His research specializes in state and local public finance mechanisms, emphasizing budgetary institutions, fiscal policy outcomes, public engagement in budget processes, intergovernmental fiscal competition, and transparency. Notable projects include leading the Volcker Alliance's multi-phase Truth and Integrity of State Budgeting initiative evaluating all 50 states' budget practices, directing the Disclosure of Tax Expenditure in State Budgets assessment, and analyzing COVID-19's fiscal impact on Florida and Miami. He also produced statewide revenue forecasts for Florida's 411 municipalities during the pandemic.

As director of the Kansas Public Finance Center, Guo oversees applied research including current revenue analysis for Sedgwick County. His work consistently informs policymakers through evidence-based fiscal evaluations and strategic budgeting frameworks.
