Céline Husson-Rochcongar

Céline Husson-Rochcongar is a Senior Lecturer in Public Law at the University of Picardy Jules Verne, where she is affiliated with the Faculty of Law and Political Science and the Department of Public Law. She is a leading researcher at the University Center for Research on Public Action and Politics, Epistemology and Social Sciences (CURAPP-ESS, UMR CNRS 7319), where she heads the Norms and Reflexivities research axis. She also holds associate memberships at CERSA (University of Paris 2) and CEPRISCA (UPJV). Her academic career is marked by significant leadership roles, including former Director of the Institute for Preparation for General Administration in Amiens and current Vice-President of the National Conference of IPAG/CPAG Directors.

Her research spans Public Law, Legal Theory, Public Financial Law, International and European Human Rights Law, Legal Sociology, and Epistemology. She explores foundational questions of legitimacy, normativity, public debt, secularism, and interdisciplinary methodologies. Her work often bridges law with political science, sociology, and philosophy, reflecting a deep commitment to interdisciplinary inquiry. She has led major research groups such as the Marjolin Group and the FONDAFIP Research Group on public finances.

Her recent publications focus on the legitimacy of public finances, the role of discourse in austerity policies, judicial legitimacy in human rights, and the evolving norms of public action. She has edited and authored influential books and published in top journals such as Gestion & Finances publiques, Revue Française d’Administration Publique, and Civitas Europa. Her work demonstrates a consistent thematic engagement with the normative foundations of law and governance.

She has supervised numerous student theses and participated in multiple doctoral juries. She has also led important pedagogical initiatives, including the creation of integrated preparatory classes for administrative exams. Her scientific leadership extends to editorial roles in the Revue Française de Finances Publiques and the Questions sensibles collection at Hermann Éditions.

She has directed or co-directed over a dozen major interdisciplinary colloquia and research seminars on topics such as legitimacy in public finance, gender and law, and European identity. Her research projects, such as 'La légitimité en finances publiques' and 'Comprendre la dette', reflect a sustained and internationally recognized scholarly agenda. She is actively involved in national academic governance, serving on the National Council of Universities and multiple research evaluation committees.
