Cyrille Vallet is a PhD student at the University of Geneva, focusing on legal frameworks for transboundary water management. With over 16 years of experience as an engineer and institutional expert in low/middle-income countries, he has led complex water sector projects in Southeast Europe, South America, and Southeast Asia. His expertise includes EU directive implementation, institutional strengthening for Integrated Water Resources Management (IWRM), and transboundary negotiations.
As a Senior Consultant to Moldova’s Ministry of Environment, he supported comprehensive water sector reforms, addressing tariffs, norms, policies, and regulations. His current research examines the legal personhood of transboundary rivers—such as the Rhône River—as a tool to address ecosystem degradation, analyzing discourse, power dynamics, and governance outcomes.
