Connor Halloran Phillips

Connor Halloran Phillips is an Assistant Teaching Professor at the Carnegie Mellon Institute for Strategy & Technology (CMIST), Carnegie Mellon University. He focuses on American politics, examining interest groups, parties, legislatures, and elections, particularly how federalism influences partisan polarization and voter participation.

• Education: B.A. in Political Science from Duke University (2017), Ph.D. in Political Science from Harvard University (2023).

Research Interests: Dr. Phillips investigates the strategic role of interest groups in state-level political polarization, the impact of electoral rules on party registration and turnout, and how extremism in state legislatures shapes congressional candidate ideologies. His work bridges legislative studies with federalism and democratic governance.
