Chris Jay Hoofnagle is the Faculty Director of the Berkeley Center for Law & Technology and a Professor of Law in Residence at the University of California, Berkeley. He is affiliated with the Simons Institute for the Theory of Computing, Berkeley Risk and Security Lab, and the Center for Security in Politics. His expertise spans consumer law, technology law, cybersecurity, and regulatory policy.

His research focuses on cybersecurity law, consumer protection, and emerging technologies. He authored three major books: Cybersecurity in Context (2024), Law and Policy for the Quantum Age (2022), and Federal Trade Commission Privacy Law and Policy (2016). He also served as Visiting Senior Research Fellow at King’s College London (Spring 2024).
Hoofnagle is an elected member of the American Law Institute and of counsel to Gunderson Dettmer Stough Villeneuve Franklin & Hachigian, LLP.
