Charity Scott is an Assistant Professor at Virginia Commonwealth University's L. Douglas Wilder School of Government and Public Affairs. She earned her Ph.D. from The Ohio State University's John Glenn College of Public Affairs, an M.S. in Criminal Justice from VCU, and a B.A. in Psychology from the College of William & Mary, with prior experience as a K-12 teacher.
Her research examines K12 education policy through critical equity frameworks, analyzing systemic racial disparities, community self-determination in educational governance, and philanthropic influence on public institutions. She develops methodologies for centering marginalized voices in administrative research.
