Cat Packer

Cat Packer is a leading expert in cannabis law and policy, with a focus on advancing equity in drug policy reform. She currently serves as the Director of Drug Markets & Legal Regulation at the Drug Policy Alliance (DPA) and as a Distinguished Cannabis Policy Practitioner in Residence at The Ohio State University Moritz College of Law’s Drug Enforcement and Policy Center. Her work emphasizes cannabis regulation, equity programming, and legal frameworks for drug markets.
