Carolyn J. Heinrich

Carolyn J. Heinrich is the Patricia and Rodes Hart Professor of Public Policy, Education, and Economics at Vanderbilt University’s Peabody College of Education and Human Development. She also holds secondary appointments as Professor of Health Policy at the Vanderbilt University School of Medicine and Professor of Economics in the College of Arts and Science. Her research focuses on education policy, workforce development, social welfare, program evaluation, and public management, with a strong emphasis on bridging academic research with practical policy solutions. Heinrich has held leadership roles, including President of the Association for Public Policy Analysis and Management (APPAM) and Editor of the Journal of Public Administration and Theory. She has been recognized with prestigious awards, including election to the National Academy of Public Administration (2011) and the National Academy of Social Insurance (2023).

Her recent work includes studying school-based mental health interventions in Tennessee, the efficacy of supplemental college promise programs, and the impact of administrative burdens on social safety nets. She has collaborated with governments, NGOs, and international organizations like the World Bank and UNICEF to inform policy design. Heinrich’s research often addresses equity concerns, such as disparities in access to education technology, immigration policy effects on children, and labor market outcomes for marginalized groups.

Key projects include the Policies for Action Research Hub at Vanderbilt, analyzing Tennessee’s health and education data, and a National Institute of Mental Health-funded study on school-based mental health services. She has also explored the challenges of online credit recovery programs and the integration of digital tools in education.
