Dr. Calvin J Higgins is an Adjunct Professor at Wayne State University's Department of Criminology & Criminal Justice within the College of Liberal Arts and Sciences. He holds a PhD and MA in Political Science from Wayne State, an MS in Criminal Justice & Criminology from Tiffin University, and a BA in Criminal Justice from Ohio State University. With over 30 years in law enforcement, he retired as a decorated DEA Special Agent in 2018 and later served as Chief of Police at the Detroit Branch of the Federal Reserve Bank of Chicago, eventually becoming Assistant Vice President of Operations before retiring in 2024. Currently, he leads the Detroit Chapter of the National Organization of Black Law Enforcement Executives (NOBLE).
His research focuses on drug policy, law enforcement strategies, and public administration. Dr. Higgins teaches courses like 'Politics of the Criminal Justice Process' across multiple terms (2023–2025). His career bridges academic and operational expertise, emphasizing policy analysis and criminal justice reform.
