Brooke Shannon

Brooke Shannon is an Assistant Professor of Political Science at the University of Memphis, specializing in urban politics, policy processes, and local governance. She earned her Ph.D. from the University of Texas at Austin and previously taught at the University of Pittsburgh.

Her research investigates agenda-setting dynamics in city councils, American political development at local levels, policing reforms, and racial/ethnic politics. Recent publications analyze how institutional reforms impact policy agendas and the effects of civil litigation on policing practices.
