Basile Mérand is a Lecturer-Researcher in Public Law and Head of the Law Department at the Université Catholique de l'Ouest (UCO) in Nantes. He holds a Doctorate in Public Law from the University of Western Brittany (2015) and teaches administrative law, constitutional law, and legal history across UCO campuses and military academies. His research focuses on natural law, administrative law, and legal theory, with a particular emphasis on the relevance of classical legal thought to modern jurisprudence.
