Dr. Gebremichael's research centers on the legal frameworks governing Central Purchasing Bodies within the European Union's procurement system. His doctoral project critically examines how the 2014 EU Procurement Directive regulates framework agreements established by Central Purchasing Bodies and the subsequent call-off contracts awarded by users of these bodies. His work addresses key issues including legal certainty, transparency requirements, modifications to framework agreements, and remedies for infringements across four dimensions: mandatory requirements for establishing framework agreements, requirements for users in call-off contracts, conditions for modifications, and available remedies for infringements.
His recent publications demonstrate a consistent focus on transparency mechanisms in public procurement, examining mini-competitions in call-off procedures and comparative analysis of remedies systems across different jurisdictions, including Ethiopia. His work bridges theoretical legal analysis with practical procurement challenges faced by public authorities.
Research Funding:
- CPB Project: Safeguarding competition and equal access to Central Purchasing Bodies (supervised by Professor Carina Risvig Hamer)
