Andrew Patrick Kelly is an Adjunct Professor of the Practice of Public Policy at the University of North Carolina at Chapel Hill and serves as Senior Vice President for Strategy and Policy at the University of North Carolina System Office. He leads the implementation of the UNC System’s strategic plan and advises senior leadership on higher education policy.
