Andrew Patrick Kelly

Andrew Patrick Kelly is an Adjunct Professor of the Practice of Public Policy at the University of North Carolina at Chapel Hill and serves as Senior Vice President for Strategy and Policy at the University of North Carolina System Office. He leads the implementation of the UNC System’s strategic plan and advises senior leadership on higher education policy.

His research focuses on college affordability, innovation in higher education, and federal/state education policy. He has published in academic journals like Policy Studies Journal and Education Policy, and authored/co-edited six books including Getting to Graduation (2013) and Reinventing Financial Aid (2016).

Education: B.A. in History from Dartmouth College; M.A. and Ph.D. in Political Science from UC Berkeley.

Policy Engagement: Advised members of Congress, state policymakers, and presidential candidates on education issues. Previously, he directed the Center on Higher Education Reform at the American Enterprise Institute (AEI).
