Andre M. Perry serves as a Senior Fellow at the Brookings Institution's Brookings Metro program and Director of the Center for Community Uplift, concurrently holding the position of Professor of Practice of Economics at Washington University in St. Louis. A nationally recognized authority on race and structural inequality, he frequently contributes to major media outlets including MSNBC, The New York Times, and CNN.
His educational background features a Ph.D. in Education Policy and Leadership from the University of Maryland, College Park.
Perry's research pioneered the analysis of asset devaluation in Black neighborhoods, most notably through his co-authored 2018 Brookings report The Devaluation of Assets in Black Neighborhoods, which examines systemic disparities in housing, business, and school valuations. His scholarship extends to measuring racial well-being gaps across U.S. regions, emphasizing how strategic asset investments can foster community thriving. He is author of Know Your Price: Valuing Black Lives and Property in America’s Black Cities (2020) and the forthcoming Black Power Scorecard: Measuring the Racial Gap and What We Can Do to Close It (2025).
As Director of the Center for Community Uplift, Perry leads initiatives developing community-driven economic strategies to address systemic disinvestment, collaborating with policymakers and civil rights organizations to translate research into actionable inclusion frameworks.
