Allison K. Hoffman

Allison K. Hoffman is a Professor of Law at the University of Pennsylvania Carey Law School and holds a secondary appointment in the Department of Medical Ethics and Health Policy at the Perelman School of Medicine. Her expertise spans health care law, policy, and ethics, with a focus on issues such as health insurance regulation, the Affordable Care Act, Medicare, and long-term care. She co-edited The Oxford Handbook of U.S. Health Law and has contributed to prominent legal and medical journals.

Education: Before joining Penn, she was on the faculty at UCLA School of Law and served as a Petrie-Flom fellow at Harvard Law School. She practiced health care law at Ropes & Gray and worked as a strategy consultant at The Bridgespan Group and Boston Consulting Group.

Research Interests: Hoffman examines legal and social challenges in healthcare, including ACA implementation, Medicare reform, and long-term care policies. Her recent work critiques the impact of economic theory on health law and explores post-pandemic healthcare systems.

Awards: She received the Robert A. Gorman Award for Excellence in Teaching (2017-2018) and served as Deputy Dean of Penn Carey Law School (2022-2024).

Labs/Teams: Collaborates with co-authors on projects such as the third edition of The Politics of Medicare and contributes to interdisciplinary initiatives addressing healthcare equity and policy reform.
